What is over-the-counter (OTC) permit approval?

Over-the-counter permit approval is a process where a plan checker reviews your submittal on the spot — either at a counter in person or through a virtual OTC appointment — and approves the permit the same day. This contrasts with standard plan check, where your submittal goes into a review queue that takes days or weeks.

OTC approval is only available for projects that are simple enough for a plan checker to review in 30–60 minutes. Complex projects, projects requiring structural engineering review, or projects in special overlay zones don't qualify.

Jurisdictions with OTC approval for solar

LADBS: Offers OTC approval for qualifying residential solar projects through its Virtual Inspection and Virtual OTC program. Appointment required. Eligibility: residential, standard configuration, no storage, equipment on approved list, within size limits.

San Diego (standard plan program): Not technically OTC, but San Diego's standard plan program achieves a similar result — 2–5 day review instead of 7–14 days for qualifying systems.

Bay Area cities: Several South Bay cities (San Jose, Fremont, Sunnyvale) offer express or same-day review for simple residential solar projects. Call the building department directly to ask about expedited review options.

Orange County cities: Irvine and several other OC cities have invested in fast-track review processes that can result in same-day or next-day approvals for simple projects.

EV charger permits: the fastest approval in California

California's streamlined EV charger permit process under SB 1236 is effectively same-day or next-day in many jurisdictions for qualifying Level 2 residential EVSE installations. The ministerial review process means the permit is approved based on a checklist — when the application meets all criteria, the permit is issued without going into a plan check queue. Many California cities now issue streamlined EV charger permits within 24–48 hours.

Water heater permits: often OTC eligible

Water heater replacement permits are frequently eligible for over-the-counter approval at California building departments. The projects are standardized, the documentation requirements are clear, and most plan checkers can verify a water heater application in minutes. At many smaller cities and county departments, water heater permits can be pulled over-the-counter same day.

How to access OTC approval

  1. Call the building department first. Ask specifically: "Does this jurisdiction offer over-the-counter or same-day review for residential solar (or EV charger, or water heater)?" Not all departments advertise OTC availability prominently.
  2. Prepare a complete, perfect submittal. OTC reviewers will reject incomplete submittals immediately — there's no time to chase missing documents during an OTC review. Your submittal must be complete and correct on arrival.
  3. Use the right application form. OTC, streamlined, and standard review processes sometimes use different application forms. Using the wrong form routes your application to the wrong queue.
  4. Schedule in advance where required. LADBS and other large departments require scheduled appointments for OTC review. Walk-in OTC is generally only available at smaller departments.

The preparation tradeoff: OTC approval requires a perfect submittal. If there's any ambiguity about requirements, call the plan checker in advance rather than showing up and hoping for the best. One rejected OTC appointment wastes the same amount of time as a correction notice on a standard permit — but you've also lost the queue position you could have had.

When OTC isn't available: minimize standard review time

When OTC isn't an option, the best way to approach standard review timelines is: submit a complete, correct package the first time; monitor the portal daily so you catch corrections the same day; respond to corrections within 24 hours. These habits won't make a 14-day permit a same-day permit — but they prevent a 14-day permit from becoming a 28-day permit.
