Why permit completeness matters more than ever
Incomplete permit submittals are the number one cause of correction notices — and correction notices add 7–14 days to your permit timeline. With solar installation schedules already constrained by equipment lead times and crew availability, a preventable correction notice can cascade into significant project delays.
California jurisdictions vary in their specific requirements, but there's a core set of documents that virtually every AHJ requires. Getting these right the first time is the single most effective thing a solar contractor can do to accelerate permit approval.
The core solar permit submittal checklist
1. Permit application and cover sheet
- Completed permit application form (jurisdiction-specific)
- Property owner information and contractor license number
- Project description including system size in kW DC
- Valuation of work
2. Site plan
- To-scale plot plan showing property boundaries and building footprint
- Location of proposed solar array on roof
- Location of electrical equipment (inverter, disconnect, meter)
- Setbacks from roof edges and ridges (typically 3 feet for fire access)
- North arrow and scale indicator
3. Roof plan
- Roof layout showing all roof planes
- Location and dimensions of proposed solar array
- Fire access pathways marked clearly
- Existing roof penetrations noted
4. Electrical single-line diagram
- Complete one-line showing PV modules, combiner, inverter, AC disconnect
- Wire sizes and conduit types for all runs
- Breaker and fuse ratings throughout
- Utility meter and main panel connection
- Battery storage connection if applicable
- Rapid shutdown system (NEC 2017+ requirement in most California jurisdictions)
5. Structural documentation
- Roof framing plan or confirmation of rafter size and spacing
- Structural calculations for roof loading if required
- Mounting system specifications and manufacturer cut sheets
- Lag bolt pattern and spacing details
6. Equipment specifications
- Module spec sheets (UL listed)
- Inverter spec sheet (UL listed)
- Mounting system spec sheet
- Battery spec sheet if storage is included
- Rapid shutdown device spec sheet
Tip: Most plan checkers in California now accept digital submittals. Submitting electronically (where available) often results in faster review than over-the-counter paper submittals.
Jurisdiction-specific additions to watch for
Beyond the core checklist, several California jurisdictions require additional documentation:
- LADBS: Specific title block format and sheet numbering requirements
- San Diego: Standard plan program (SDP) eligibility check — qualifying projects can use pre-approved standard plans
- Some fire districts: Additional fire access pathway documentation
- HOA jurisdictions: HOA approval letter may be required alongside permit application
