This is the most important Sacramento-specific issue for solar contractors. The Sacramento area is divided between two utility service territories:
SMUD (Sacramento Municipal Utility District) serves the City of Sacramento and many surrounding areas. SMUD has its own NEM interconnection program, separate from PG&E. SMUD's NEM program has different rates, different application forms, and a different interconnection timeline than PG&E's program.
PG&E serves Roseville, Folsom, parts of Elk Grove, and other surrounding areas. PG&E NEM 3.0 applies in these areas.
The boundary between SMUD and PG&E territory is not obvious from looking at a map — it can change street by street in some areas. The only reliable way to determine which utility serves a specific address is to look up the address on SMUD's service territory map or call SMUD/PG&E directly.
Submitting to the wrong utility is a costly mistake: Submitting a SMUD NEM application for a PG&E property (or vice versa) requires starting the interconnection process over from scratch. This mistake adds 6–10 weeks to project completion. Always verify utility before starting the interconnection application.
