Los Angeles, San Diego, Orange County, Riverside, and San Bernardino together represent more solar, electrical, HVAC, and plumbing permit activity than most states combined. It's also one of the most fragmented markets — LA County alone has 88 incorporated cities, each with its own building department and portal.
